How is it that I've been here since Feb 2012 and have yet to move up from Class E??? And someone joins in Nov and is put in class D?

Now that depends on when your last "defeat" was. Not knowing that I can not give a sane or reasonable answer.
Also when you started back up after that last defeat comes into play.
