oh, theres a bug: if you have vital on a planet but full production in troops (ie: 9x troops with 20k vital on planet) there is no production of troops unless you are online (checking it right now)

or something on those lines. looking because production for 9x on t was 540 with 0 on vital. while 4xt 4xV was 4k+

also a bug when spying planets.
