I've heard that there is no long player immunity when you leave the newbie arena regardless of the time spent there. Is this right?

It lasts 7 days from the creation of the account. Arena does not matter.

o...so thats why they say stay in the newb arena. Then you can come out and kill everyone at a moments notice, shooting each of their planets execution style with little fear of detection.

Also, if you know about chains, you'll know what planets to oblit as well.
