Button 2 sucks unless it could only be used once a week or pooled the res on one planet in each system for multi planet systems.

yes, 1, 3 and aleternative would be nice as this helps with handling planets a lot and saves time, but also doesn't make any tactical advantages while attacking or defending.
2 is not so good as indeed lowers chance to find and capture planet with some res on it, and allows transfer of res between planets with no ships.
