oh it's true. There are vending machines where you can buy them - used panties as worn by schoolgirls with a certificate signed with the schoolgirl's personal seal. (Japanese ppl don't sign things - everyone has a small pocket sized stamp with their name carved into it. They stamp this onto bills etc.) The rumour is that these machines can be found on Tokyo streets. The only place I have seen one is in a video shop two stations down the trainline from my house. The video shop is hilarious - its 24hours. You get in with a card swipe system after hours, and the hilarious part is that the new releases/family movies etc. are right in front of you... for about 2 rows. Then there's a big wall. If you go around this, you come into a much much MUCH bigger area where all the porn is. And in here, is the vending machine.
Even better though than the proliferation of pornography, is the fact that all the really naughty bits are pixellated out. (I.E. the good bits) Japanese porno is therefore quite boring. You only get to see what you would see on a secluded beach somewhere. Although, with more rocking actions....

oh and yes, as a rule, some Japanese men are quite perverted - all the phones out here take digital pictures, and they all make a noise when they do so and this noise can't be turned off; or down in volume. This is to stop perverts pointing them up girls' skirts on the escalators in train stations: everyone would hear it. I AM NOT KIDDING! My phone makes a noise like an old fashioned camera click plus flash - kinda like : KERCHAAAK!

There have been a few big media cases while I have been out here of people being arrested using mirrors to look up girls' skirts on escalators. The Tokyo police department even have a special task force to hunt these weirdoes down.

I think the reasons for this perversion are cultural - its very much woman with woman, man with man socially. It IS changing, but old habits die hard, and a lot of Japanese guys just don't know how to talk to or deal with women on a social level.
