I have a question, are greens created in the 2100 some odd ones added outside of new players, or are they only generated in the new player system and nearby systems?

Exemplary Strategy: Only in new player systems - I think only one out of all their systems as well, and even then one of the first missions is to colonize it - making greens somewhat rare.
