whats up with that.. does anyone know? it wont let me pu my shields up or down... glitch?

Operation could not be continued. You cannot set shield levels below the amount of shields provided by your shield generator buildings.

I had a similar problem earlier. I think it was fixed by making the production values that show negative points assigned to it positive.
