Except that in times of need, say, in the lead up to a large offensive, a player can use this excess vital to produce more troops, or the excess vital can be used to produce troops to recover from such an attack. Of course this would only be done when there was no credits available or prices were high, but there are tactical reasons to have vital.

That's what most people do, take for example a 10 pp planet, normal production would be

x5 troops
x5 vital.

This way you continue to produce troops with no excess vital which would be wasted production and therefore a mismanagement of your empire.

If you have a x11 planet or similar the extra point could possibly go on vital for such emergancy situations, but more likely iron, gold, silicon or uranium.

No where in that statement do I say that half and half would be mismanagement.

What I am saying, is that in your production of troops and vital, you are not producing EXCESS vital which would then (AND ONLY THEN) be wasted production.

If you were producing troops but with unneccessary excess vital, it would be mismanagement as the production being used on the excess vital could be better spent on a resource such as iron (needed to make ships, ships are needed for you to use troops, it's a virtious cycle).
